I was going to say something similar to what Leon has posted, either his voice will actually change, or just the “Tone” and manner of speaking will change with the character.

I am not sure of the Spelling of this name, but Johnny Young Bosh did the English voice for Eureka 7 and has the voice of a little kid, a very soft spoken child’s voice, but as the character faced dramatic elements, the same voice seemed to “toughen up” just right when needed, giving the perfect mix of vulnerability and determination that you wouldn’t expect would come from the same character voice.

Like when Kagome would go off on Inuyasha. So sweet and gentle can turn in a heartbeat. I’m assuming stupid sidekick can have the same effect; and imagine the dramatics when it occurs.

I think when it comes down to Tobi revealing his true nature his voice will change. He’s got Onizuka voicing his character after all!
